American Mediates Ukrainian Discussions in Abu Dhabi as White House Seeks for Settlement
Diplomatic talks involving US, Moscow, and Ukrainian officials began in the United Arab Emirates this week, representing the latest stage in efforts to broker a ceasefire deal to resolve the ongoing hostilities in the region.
High-Level Representatives and Initial Discussions
US Army Secretary the US representative allegedly held talks with a Russian delegation on Monday night, with negotiations extending into the following day.
“The talks are going well and we remain optimistic. Secretary Driscoll is closely synchronised with the White House ... as these talks progress,” his spokesperson remarked.
Ukraine’s military intelligence chief, Kyrylo Budanov, was anticipated to join in the meetings, though details were vague whether face-to-face engagement with Moscow’s delegates would take place or if distinct one-on-one sessions would be conducted.
Identity of the Moscow delegation was uncertain. “No comment is available. Media accounts are being tracked,” a Russian representative told official outlets.
Context and Revised Proposal
These meetings follow prior negotiations in Switzerland where US and Ukrainian officials revised a draft US proposal for resolving the war.
Russia has so far not approved the latest version of the proposal and is unlikely to agree to many of the Kyiv amendments.
Russia’s top diplomat, Sergei Lavrov, emphasized that any modified agreement must embody the “intent and text” of what was covered during earlier high-level meetings between both nations.
International Reactions and Apprehensions
EU leaders are apparently struggling to stay engaged in the process as US officials drive the efforts.
The Finnish leader, a European figure, who has stepped forward as a primary contact between Washington and European leaders, commented that the coming days would be decisive in attempts to reach a resolution.
He reportedly spoke with Kyiv’s leader and the alliance representatives, stating that “Decisions about Ukraine’s future rest with its people, and European security is for Europe to decide.”
Meanwhile, the French leader, Emmanuel Macron, warned against a peace deal that would amount to a “concession” for the nation.
“What was put on the table gives us an idea of what would be acceptable for the Russians. But does this imply it should be endorsed by Ukraine and Europe? Certainly not,” he stated.
Specifics of the Original US Plan
American proposal was reportedly composed of multiple articles and was based on discussions between American and Moscow officials, with contributions from Kyiv security authorities.
Key elements of the proposal reportedly included:
- The nation surrendering territory presently occupied by Russia
- Additional zones that might be required to be willingly given up
- Limits on the size of the military forces
- Amnesty for all parties in the conflict regarding war crimes
Latest Events and Ongoing Challenges
The US representative allegedly traveled to the Ukrainian capital to brief the Ukrainian president on the proposal and press rapid acceptance.
This demand, combined with the leaking of the proposal, reportedly took by surprise Kyiv and EU officials.
Zelenskyy stated that the country was facing one of the toughest periods in its existence and was being compelled to choose between “forfeiting self-respect or abandoning a crucial supporter.”
Later, the US official briefed Nato ambassadors on the plan in Kyiv, with one participant describing it as “a disastrous gathering” and stating that EU officials were shocked by both the content and manner of the presentation.
The US administration later softened its stance, indicating that the 28-point proposal was an “starting position for talks” rather than a definitive demand.
Security Situation During Talks
While diplomatic talks proceed, Russian forces has maintained its nightly attacks on Ukrainian urban centers.
Moscow’s forces allegedly launched dozens of missiles and many of drones at targets in and around the capital, according to Ukrainian reports.
The Ukrainian president stressed that Moscow must not feel it could win the conflict while negotiations were underway.
“Crucially, all allies must advance toward diplomacy collectively, with unified action. Sanctions and pressure on Moscow must yield outcomes,” he stated.
Kyiv’s mayor confirmed that multiple people had been killed in the overnight assault on the city.
